Benjamin R. Quiñones, Jr.
Dr. Benjamin R. Quinones Jr. is a Board Member and Director of Organization Development of Livegreen International Inc., a social enterprise engaged in developing an integrated value chain of organic farm produce in the Philippines. He founded the Asian Solidarity Economy Council (ASEC ), the continental network in Asia of the Intercontinental Network for the Promotion of Social Solidarity Economy (RIPESS). RIPESS is accredited by UN-ECOSOC, UN Non-Governmental Liaison Services (UNGLS), and UNCTAD, a member of the UN Task Force on Social Solidarity Economy, and a partner organization of the ILO SSE Academy and the ILO South-South & Triangular Cooperation (SSTC) Academy. He established the Coalition of Socially Responsible SMEs in Asia that pioneered the development of community-based and social enterprises while serving as Programme Coordinator of the inter-governmental organization Asian and Pacific Development Centre (APDC) in Kuala Lumpur (1996-2003) affiliated with UN-ESCAP. He developed and pilot tested in India, Indonesia, Nepal, Philippines & Thailand the Self-Help Group Linkage Banking program while serving as Secretary General of the Asia Pacific Rural & Agricultural Credit Association (APRACA) in Bangkok, Thailand (1985-1993), a regional body established by UN-FAO. He holds a PhD in Organization Development from SAIDI School of OD, and Master of Science in Agricultural Economics from the University of the Philippines in Los Baños.

The search for a development approach centered on people’s freedom and people’s participation, this paper argues, can be aided by a study of social capital. Such a study can help explain how people can be mobilized to participate in producing a collective good through voluntary joint action and cooperation with other sectors of society. In other words, a study of social capital formation is essential in shaping a freedom-centered, participatory development perspective.
